Manages the human resources, payroll and learning/development functions.  Responsible for the development and implementation of policies; employment law related compliance; health and welfare benefit plans; recruitment; and employee relations. Serves as resource for leadership team, managers and staff.


  • Manages human resources, payroll/systems, talent acquisition, and learning/development personnel. Performs various personnel management functions including training; supervises and directs staff; and conducts performance evaluations
  • Develops and implements personnel policies and procedures; ensures legal compliance by monitoring and implementing federal and state requirements
  • Responsible for federal and state reporting and filings including EEO-1, Vets 4212 and 5500 tax returns
  • Serves as Employee Handbook, and Code of Ethics and Business Conduct Policy owner
  • Responsible for payroll functions oversight including processes, systems, timekeeping, and post-processing payroll reporting
  • Responsible for benefit plan administration oversight including budget and plan designs for  medical, dental, vision, health savings accounts, flexible spending accounts, 401(k), life insurance, long term disability, short term disability, 401(k), executive supplemental plans, employee assistance program, and various voluntary benefits
  • 401(k) Plan Administrator
    • Acts as liaison between Investment Advisor, Investment Platform and TPA
    • Ensures that audits are completed, and 5500 tax returns are filed
    • Responsible for eligibility and enrollment administration
    • Ensures that all Notices are distributed as required
    • Serves as Investment Committee Secretary
  • Employee Stock Purchase Plan
    • Partners with outside counsel and accounting team to ensure processes, employee education, and enrollment comply with Plan
    • Responsible for eligibility, enrollment and purchase administration
  • Manages Salary Administration Program
    • Ensures that all positions/employees are slotted within the Bank’s Salary Matrix
    • Handles Management Incentive Plan and Staff Incentive Plan eligibility and forecasting
  • Manages recruiting, selection and hiring processes including, but not limited to, works with leadership team and management to strategically align internal structure of departments and positions; collaborates with hiring managers related to selection and offers of employment
  • Provides strategic and practical advice to all levels of management and staff
  • Handles employee relations, disciplinary and termination issues
  • Oversees communications and tracking related to leaves of absences including FMLA, STD, LTD and other types of leaves
  • Responsible for working with managers to create and update job descriptions and determining FLSA status
  • Develops and manages Performance Management system and processes
  • Coaches managers on recruiting, performance management, employee relations, and disciplinary and termination issues
  • Develops and conducts employment law and management training
  • Manages communication, decisioning and tracking of employee NSF’s and stop pays
  • Stays informed in all training and development initiatives throughout the Bank; brainstorms with Training and Development Manager as needed
  • Oversees NMLS Registry Administration
    • Works with Bank’s Compliance Officer to ensure compliance
    • Conducts new employee NMLS training and assists with registration
    • Reviews FBI background check results and engages in an interactive process with registrants as necessary
    • Maintains current listing of MLO’s
    • Handles annual renewals
  • Serves on the Compensation Committee
    • Works with Chairman & CEO, as well as Consultant to develop meeting agendas
    • Tracks agenda items to ensure Charter compliance
    • Serves as Compensation Committee Secretary
    • Ensures documentation is loaded to Committee Portal
    • Works with Chairman & CEO regarding equity grants
      • Work with legal to prepare, and distributes, employee and board member agreements
      • Communicates grant details to Accounting & Finance
    • Responsible for preparing budget that includes all human capital and professional services expenses
    • Prepares board, strategic planning, and other reports as needed for President
    • Responsible for planning and execution of all HR matters related to mergers and acquisitions
    • Provides risk assessments for critical HR and payroll functions; works with Risk Department to test and document business continuity processes
    • Oversees audit, examination, and application requests
    • Maintains professional and technical knowledge by attending seminars, reviewing professional publications, and networking with human resources and banking professionals
    • Promotes the bank’s products and services whenever possible; participates in bank sponsored events, networking and volunteer opportunities at every opportunity

  • College degree in business administration or human resources or equivalent professional experience preferred
  • Minimum five years leading a human resources department serving 400 or more employees preferred
  • Comprehensive knowledge of employment, wage and hour, FMLA and EEO laws
  • Discretion in handling confidential information and sensitive documents
  • Ability to communicate effectively through speaking, writing and listening
  • Excellent leadership skills with the ability to motivate employees at all levels and earn trust
  • Ability to manage projects through long term planning, intermediate steps and administrative tasks
  • Excellent public speaking and presentation skills
  • Ability to think strategically and perform detailed tasks
  • Ability to attract active and passive candidates by sourcing websites, social media and building network
  • Good organizational, time management and analytical skills
  • Strong mediation and negotiation
  • Excellent judgment and decision-making skills
  • Demonstrated ability to work independent of direct supervision
